Overview
The Women’s Foundation of Mississippi, a 501(c)(3) nonprofit organization, is seeking proposals from qualified consultants or firms to support the evaluation of the Mississippi Maternal Health Project. We are issuing this Request for Proposal to interested consultants/firms with experience evaluating a multi-year maternal health project. The expected project timeline is from May 2026 to September 2028.
Background
The mission of the Women’s Foundation of Mississippi is to ensure economic security for women. We are committed to helping Mississippi’s women and girls transcend dire social and economic barriers. By cultivating social change, we create long-term opportunities for personal stability, stronger families, and more resilient communities. We work to serve all women and girls throughout the state of Mississippi, particularly those who are most vulnerable. We use grant-making, advocacy, training programs, research, and community education and engagement to support three focus areas: women’s health, access to education and career opportunities, and two-generation work.
The Women’s Foundation of Mississippi received a three-year grant from the W.K. Kellogg Foundation to implement the Mississippi Maternal Health Project, a community-driven initiative designed to improve maternal and infant health outcomes and advance fairness in healthcare access.
The Mississippi Maternal Health Project will expand access to high-quality, culturally responsive healthcare and supportive services for pregnant women, new mothers, and infants in three priority regions: East Biloxi, Jackson, and Sunflower County. These areas are currently experiencing some of Mississippi’s most critical maternal and infant health disparities.
Scope of Services
The Women’s Foundation of Mississippi is seeking the services outlined below.
- Draft Formal Evaluation Plan:
- Develop a comprehensive evaluation plan that centers equity.
- Define clear and measurable target outcomes for short-term, medium-term, and long-term objectives. Consider both process outcomes (implementation, program activities and impact outcomes (effects on maternal and child health services, provider training/collaboration, and policies).
- Assist in establishing baseline data, where needed, to provide a reference point for evaluating progress.
- Draft Data Collection Plan:
- Design a data collection plan that aligns with the evaluation plan.
- Describe in detail how data will be collected, including methods, instruments, and sources.
- Specify reporting requirements for data collection sites.
- System for Tracking Outcomes:
- Create or select a system monitor and track agreed-upon outcomes
- Implement data security measures and consider data privacy.
- Engage WFM Staff & Stakeholders:
- Collaborate with the Women Foundation of Mississippi leadership team, partners, and stakeholders to actively involve them in the evaluation process.
- Ensure diverse voices and perspectives are included, especially those of underrepresented communities.
- Provide Technical Assistance:
- Offer technical assistance and guidance to stakeholders and partners regarding data collection practices.
- Promote equitable data collection methods and support capacity building in data literacy.
- Develop and Administer Surveys:
- Design, develop, and administer surveys as needed to gather critical input and feedback.
- Ensure that survey instruments are culturally sensitive and inclusive.
- Finalize Evaluation of Outcome Measures:
- Analyze data to determine if program goals were met and assess maternal and infant health impact and outcomes.
- Present findings that highlight gaps and suggest strategies for addressing them.
- Complete this step during the final quarter of the contract.
- Write Final Close-Out Report:
- Prepare a comprehensive final report for the entire Maternal and Infant Health Project.
- Include recommendations for sustaining and enhancing program efforts with a focus on equity in maternal health services and outcomes.
- Deliver annual and final reports as requested throughout the duration of the contract.
